If China beats Lorena, Connally wins and La Vega loses, making a 3-way tie with La Vega, Connally and Lorena, then it would go to points.

La Vega is +3 and -12 = -9
Connally is -3 and +10 = 7
Lorena is +12 and -10 = 2

So assuming that the district point cap is above any of those numbers (it might be 7 or 10, who knows), then La Vega would actually be out.
